Jan Walsh, State Librarian, opened the morning program with a greeting and brief comments about programs and projects at the Washington State Library.

Topic: Washington State Documents Recon Project
The Washington State Library is conducting a recon project for about half a million state documents. Their goal is to increase access to state documents by editing or adding all titles and items to the online catalog. Although 100,000 titles were already in the catalog, 400,000 still need to be added. Staff set up standards and a list of staff skills and hours needed to complete this project. If calculations and timelines hold true with current workload and staffing, the project should take about another four years.

Topic: Future of Regional Depositories: Report from the Regional Depository Library Conference
Herrick discussed the future of the FDLP; more migration of print to electronic documents; only 5% of all documents will be tangible; and microform will be phased out as contracts with microform vendors are closed.
Title 44 may be amended to streamline the needs and offers process. Many documents librarians think the process is onerous and restrictive to depository libraries. GAO will release a report on FDLP early next year.
Threats to the FDLP program include loss of funding, agencies that don’t participate; fugitive documents, privatization of printing, lack of standards for digitizing products, and libraries leaving the program.

We traveled by van to the library where Jennifer talked about loss of funding and staff in her library. She also spoke about her current and the future direction it might take.
Business Meeting:
After lunch, Robin Clausen opened the business meeting. Peggy Jarrett moved to accept the minutes of the last meeting. Motion was seconded and carried.
Thomas Yeh moved to elect the slate of officers. Motion was seconded and carried. Officers are Jan Jorgensen, president; Marilyn von Seggern, president-elect; Sue Anderson, secretary; and Judy Solomon, treasurer. Rob Lopresti declined to continue as webmaster, so Robin will ask Carlos Diaz to be the NGIN webmaster.
In October, Robin and Peggy attended the Depository Library Conference. Robin brought copies of several sessions she attended. Both talked about the idea of hiring 12 regional FDLP consultants to help depository libraries on a permanent and ongoing basis. GPO would pay the salaries and institutions would provide office space for these consultants.
All attendees reported on what was happening in their respective libraries. Our next meeting will be held at Eastern Washington University in the spring.
