Program:

NGIN Business Meeting:
Following coffee, juice and homemade scones and a short meet and greet session, the spring business meeting of the Northwest Government Information Network was called to order by Vice-President/Program Chair Sue Anderson at 9:15 a.m. The subject of elections was the first order of business. Vice-President/Program Chair Sue Anderson announced that she would be the incoming President and that the office of Vice President/Program Chair would need to be filled along with the positions of Secretary and Treasurer. Current Treasurer Judy Solomon volunteered to fill the position of Vice President/Program Chair and Jean Hartman volunteered to perform the duties and responsibilities of the incoming Treasurer. With the small number of individuals in attendance at this meeting, it was agreed that the spring election of officers would be held electronically. Sue Anderson also agree to contact both current Secretary Jan Jorgensen and Webmaster Carlos Diaz to see if either or both are interested in continuing in their current positions for another term. In addition, an email would be sent to all members asking if anyone else is interested in running for any of these currently vacant positions.

A brief discussion was also held regarding the development of a broader base of individuals who are interested in NGIN membership or meeting attendance. It was agreed that outreach to others should be a priority for all members and that the Program Chair should be assigned outreach duties as part of the position’s responsibilities. These outreach duties will include the promotion of the upcoming meetings and programs on different listservs. In addition, it was suggested that the ‘deposlib’ listserv that has been maintained and coordinated by Eleanor Chase, University of Washington, for several years now be transferred to the State Library. A word of special thanks was extended to Eleanor for her service in this capacity over the years. Herrick Heitman will be working with his information technology department to determine if the time is right to transfer this effort to the State Library.

Herrick Heitman announced that he was unable to complete the revisions to the state plan as drafted and recommended by all individuals in attendance at the last meeting. A new timeline for input and acceptance of this plan was discussed and established. Herrick agreed to incorporate these recommended revisions into the current plan and send the new draft document to all NGIN members by April 30. Members will have until May 14 to return any additional comments or suggestions to Herrick and by June 15 the completed document will be forwarded to library directors throughout the state for signature.

Dues were paid by several members present and Treasurer Judy Solomon commented that the organization’s fiscal year runs from June to June. Once the spring election is held she will be transferring the financial records to the incoming treasurer.

Locations and dates for the fall meeting were discussed. It was announced that the dates for the fall Federal Depository Council meeting/conference had been changed from October 21-24 to October 14-17, 2007. This change will allow the fall NGIN meeting to be held earlier in the month but the actual meeting date will be scheduled by the host institution. Potential meeting sites were discussed and Cass Hartnett agreed to contact Highline Community College to see if they are interested in hosting the next meeting. If not, Tacoma Public Library will be utilized as an alternate site for the fall 2007 meeting. In addition, new program ideas and suggestions for a continued NGIN presence at the upcoming combined Oregon Library Association/Washington Library Association conference to be held April 16-18, 2008 in Vancouver, Washington will be solicited via email from all members as the program submission deadline is drawing near.

The business meeting adjourned at 10:05 a.m.



Tour - Government Documents Department and University of Idaho Library and Centennial Celebration Programming

At approximately 10:15 a.m. the group reassembled in the Government Documents Department for a tour of the department, the extensive compact shelving storage area in the basement and other areas of the library. The library is currently undergoing a major reorganization of its floors and the subsequent layout of its collections, equipment and services. In addition, the University of Idaho Library, along with the Washington State University Library, is celebrating 100th years as a federal depository library so the department was quite festive with its red, white and blue balloons and flower arrangements.

Professor Emeritus and Former Head of the University of Idaho Government Documents Department Lily Wai provided a wonderful and informative history of the government information resources and documents department at the university. The presentation was entitled, “Crown Jewel or Freebies? 100 years of Federal Information Resources at the UI Library.” The interesting and challenging history of the university library began with a destructive fire in 1907 that destroyed most of the library’s materials. As a temporary substitute, the gymnasium was retrofitted with neat rows of book stacks behind the sports track to store government publications. The first professional librarian at the university, Mary Belle Sweet, was able to solicit federal documents for her institution in her forty-plus years of public service and is credited with the humble beginnings of what is now a thriving, regional federal depository library. In 1985, Lily Wai became the first documents librarian at the University of Idaho and served in that capacity until her retirement in 2005. She shared her personal experiences over the years including her first trip around the state in 1991 with GPO Inspector Joe Paskoski where they visited all the selective depositories and made a photographic diary of the entire trip.

The afternoon session began with plaque presentations to both Maria Jankowski, University of Idaho, and Marilyn von Seggern, Washington State University, acknowledging “100 years of commitment to providing the public with access to Federal Government information presented by the United States Government Printing Office” to each institution “to commemorate its 100th anniversary as a Federal Depository Library as designated by the Nelson Amendment to the First and Second Morrill Acts 1907-2007.” Lynn Baird, University of Idaho Library Dean, read several letters from local dignitaries. Idaho Senator Larry Craig acknowledged the distinguished history of the University of Idaho Library and described its world class collection as a true gift to the community. Tim White, President of the University of Idaho sent his congratulations on the centennial of depository library status. Provost Doug Baker noted this mark of distinction as a fulfillment of the mission of the land grant colleges and a demonstrated commitment to an informed citizenry. His words outlined the important stewardship of depository library collections and the indebtedness of all citizens to the efforts of depository librarians.

Current Government Documents Librarian Maria Jankowska shared her appreciation to her entire staff and the centennial task force for the culmination of many hours of work on this centennial program. In celebration of the centennial the Library announced a Student Poster Contest to design a poster to promote free access to U. S. government information. Maria Janowska revealed the winning design and announced the winner. David Waters, a UI sophomore majoring in graphic design, received a $300 gift certificate to the UI bookstore and shared his thoughts and ideas on his work with all in attendance.

Scheduled presenter Barbie Selby, Regional Depository Librarian, University of Virginia and immediate past chair of the Depository Library Council was unable to attend the centennial celebration due to inclement weather conditions at the Denver International Airport. Her presentation entitled, “Connecting People with Government Information for 100 Years: Looking Back, Looking Forward” was given by Cass Hartnett, Judy Solomon and Marilyn von Seggern. If permission is received, copies of both presentations will be accessible on the NGIN website.

The afternoon concluded with coffee, cake and conversation among all centennial celebration attendees.
