Carlos is originally from Honduras but moved to Tupelo, Mississippi (birthplace of Elvis Presley) when he was 14 years old. He got his B.A. in American History from Louisiana State University (LSU). It was at LSU where he began his library career first as a work-study student at the Instructional Materials Center (teachers' collection) and later on, in the same department as a Library Assistant. Carlos later moved from Instructional Materials Center to Reference where he came in contact with government documents for the very first time. After LSU, Carlos moved back home to Mississippi to work at the government documents regional depository at the University of Mississippi (Ole Miss). He then moved to Olympia, Washington to become the Head of Government Documents/Maps at The Evergreen State College where he stayed for 12.5 years.
